There are 2 situations under which I'd like to see him choose outrage over lash out. Either one would be great - don't need both. He just needs to have "some" condition under which he uses outrage that doesn't involve lash out being on cooldown lol. Possible logic might include:
- If Kylo has less than 100% HP, prioritize outrage ( once the +75% damage is turned on, it'd be nice to see it used)
- If Kylo has retribution, prioritize outrage (essentially alternates them)
