It's giving CLS 100% TM, but it does'n guarantee that youre going to take another turn immediately - if there is someone also at 100% TM he can go first. Simple example: zeta'd EP lead gives sith and empire 5%TM on enemys' buff expiration. Your CLS got to 100% TM, enemy EP was at 90% TM at the moment. Ypur CLS had 3 debuffs, you do "Call to action" during your turn => you feed enemy EP 15% TM, so he is at 100% TM. Then you gain 100% TM from call to action, bu he got there first. You end your "call to action" turn, then he takes his turn, then you from your 100% TM.
