243 speed Veers going before 270 speed Starck in Conquest? Veers lead

First turn is with 316 speed Piett, and I use Imperial Ambition, putting the Inevitable Failure on Starck. But then Veers goes for some reason, and messes up my turn order. And the real kicker is, thi...

In Conquest these are the important things to detail.


I didn't have Leader's Resolve or any speed/turn meter manipulating data discs. Only offense ones and Entrenched
