I did not think this had always been the case, but I admittedly don't use debuffers on my Rebel team often. After Sun Fact failed to proc I started playing with more and realized where the error lied.
Tarkin is no stranger to being subbed in though. I'm certain he's procced in the past.
I can see the argument for and against Debuff registering as an attack, but ultimately my feeling is it shouldn't count against the proc. I'd like to know if this is working as intended...and I appreciate your input. Good to know I'm not the only one who feels this is out of the ordinary.
For the record on your specific post though, I've never NOT seen Leia's stealth proc another Rebel. It's one of the things that make putting her there first not a total waste of a turn and I love it.
