Phoenix into EP and Thrawn. Add 3 more empire to unlock R2. Add Team Luke toons to unlock CLS. Endgame build is CLS GK R2 Thrawn + 1.
Not sure what to do about fleet or credit heist.
EP's use is very limited today. He will help to get some few hundred k dmg to P3 hAAT (however a guildmate scored 3 million with chirpa EP RG SF Thrawn). Most arena teams work with light side chars + DN and/or Thrawn. But EP is sure very good for the events that require empire like the mentioned R2D2.
In your calculation there is a problem however: CLS needs 7 star chars and to get the 7* R2D2 with Thrawn, you would also need Thrawn at 7*. And the 7* Thrawn event is difficult. I haven't done it myself but as far as I read it would be lvl80 g8 with good mods.
