All that matters is speed?
So in my shard the top player for quite some time just has all speed mods with a few health mods in his charactors. It that all that matters?

No, speed is not all that matters. But it is very, very, very important.
The fastest characters get to go more often than slower characters. Which, obviously, is invaluable. You can have the best character in the world but if they never get to go (because they've been killed or stunned by a character that gets to go more often) then they are useless.
