All that matters is speed?
So in my shard the top player for quite some time just has all speed mods with a few health mods in his charactors. It that all that matters?

It depends. In case of tanks like GK KRU, Health and Protection can be more important than speed. But yes, Speed is also very very important. For example, Thrawn is the character whose speed is the most important. If Thrawn’s go first, you can choose two things. Swap TM which you want to go first or fracture one of the enemies who you want to stop.
