So to update from my understanding and talking to some others on the math. The speed bonus from Asajj gives more "turn-meter" than the 15% you can proc from ahsoka. Roughly it came out to around 18-23% additional turn meter based on the speed. Hope that I explained that well enough. Overall the perm speed bonus is more useful than the potential to proc turn-meter bonus
