As for arena, put in Enfys Nest. Her AOE daze will help control the Phoenix teams in your arena. You should run a tank (KRU is good), a healer, and an attacker, last spot is up to you.
And most players who start off with Phoenix will unlock their Vader, Palpatine, and Thrawn in not too long then switch to them. So expect Phoenix to leave your arena soon. I don’t know if the crit synergy team you mentioned will be able to beat Empire.
