Yep. I have both at 4* g11, and they still hit like a train. Embo's special attack has bonus damage based on max protection, which isn't affected by star count. At a lower star level, you will likely need to use either 3 CC sets with a CD triangle, or a CD set with a CC triangle. Crit chance is heavily affected by star count, so you will need to work around that to maximize their damage.
