You can't put a Zeta on a contract. Also, are you suggesting the animation plays when he hits contract? I don't think there's ever been an animation of nearly that magnitude for something that isn't an active ability.

So? Omega level upgrades can still be very powerful. A Zeta isn't required to be kit-changing, some Zetas are horrible.

There should be a full stop at the end of a sentence, please and thank you. A character's in-lore power rarely reflects their power in-game. Yoda should be stomping most non-force users if that were the case, but he doesn't, so it's not. Cad Bane is an older toon, and thus will be weaker. He did get a minor tweak to his basic, with the additional attack chance going from 65% to 100% to work better with 4-LOM/Zuckuss teams, but he doesn't need a complete overhaul. Let old characters be old characters, otherwise the power creep would get exponentially worse.
