Character Shard Unlocks

Hi,

So again I have another noob question and cant find the answer in-game or the forums. If I activate a character for the first time by collecting all the required shards, will they be 1-star upon activation? I know some characters require more shards to unlock than others and am wondering if this designates rarity or does this mean the more shards they take to activate, the higher stars they will start with after unlocking.
