Chimaera vs Executrix
Someone explain to me how Chimaera increases cooldowns on opponents capital ship, but the very next go after this ability goes off the executrix gets to call in reinforcements. Please explain.....

The cd reduction doesn't say it cannot be resisted. It's rare, but it's happened a few times to me.
