The Ewoks have no turn meter in your video. Teebo has some at the start, but your first attack on him reduced him to zero.

I think you are mixing up the protection bars and turn meter bars. The blue bar on the top right corner is Paploo's Protection, not turn meter. He is recovering 5% health and Protection every time he gains a status effect, which is at least 10% of both whenever you attack him (Geo Soldier and Poggle's basics inflict debuffs). This increases if you inflict expose from Spy or GBA for example.
