It counts attempts ... maybe an AOE-purge only counts as one attempt?
IDK... that's my best guess...
Also: It can be cheesed with Palp lead, Wat, a few Inqs and an Initial Frenzy tech consumable, if you go against a Nest team with TM-removal discs. Will give you 300 purges in 2-3 battles - and it won't even cost you stamina, since the battles will just time out.
