Critical Damage UP with Echo?

So no CD Up buffs for Echo and neither General Anakin nor ARC Trooper give the buff...what is going on here!

Clone sergeant grants this buff on his second special in Geo TB. Maybe he gets a rework to enable this ability or its his relic ability
