You're right, I assumed tenacity up was +50%. Haven't read that description in a while.
Even without the tenacity up, with my guys tenacity not being over 60%, against even the most basic Palp I should only have a 15% chance to resist (60 - 47 = 15% chance to resist). I should usually get about 3 - 4 guys stunned. However, I usually only get 1 or 2 guys that get stunned. Something is off with the math.
