Defense mod set increase

Defense set increase doesn't seem to be working. The new set is +25% defense and I put them on GK and his armor and resistance only went up from 44 to 46. If my math is correct 25% of 40 is 10. So that should be at least a 10% armor increase per mod set but it's not happening
