Does anyone use Emperor Palpatine's 'Let the Hate Flow' in Arena?

Does anyone use Emperor Palpatine's 'Let the Hate Flow' in Arena? I know his 'Power of the Dark Side' is used first, because multiple Stuns. Just curious about this other Special he has. Also, do...

I use it whenever I've shocked at least two to get the offense up with a free turn.
