Well first time post but its something that I would like other people's opinion/thoughts about. Ok so we have 2 factions one is almost centered about buffing oneself and the other debuff the oppone...

Sure, Make tenacity up only 50%, however they should also make tenacity equal potency in effectiveness. Why, when potency and tenacity are equal, is there a 100% chance to apply a debuff before the automatic 15% resist kicks in.
I say get rid of the 15% automatic. Set tenacity up to +50%. Tenacity down to -50%. Calculate Chance to resist as: (Resist = Tenacity - Potency + 50%), so 50% more tenacity than potency is an automatic resist and 50% more potency than tenacity is an automatic buff. However when they're equal, there's a 50% chance to resist.
This would fix so many leader abilities that give tenacity up, as well as potency up. EP lead would be pretty great, and so would Yoda.
