Ferocity and tenacity up

Am I missing something that gives tenacity up to a Sith Empire team when they have ferocity?

I’ve noticed on several occasions now that I can’t fear or fracture any toons that have ferocity up, but I can’t find the description in anyone’s kit that prevents this.
