I think the server you are on influences GW, but not because enemies are pulled from your server. I think the game looks your arena rank, but then qualify that rsnk by servers. So being #1 in a new server with mostly lvl 50sometjing and 17k power isn't as impressive as being #50 I'm a server with 100 whales with power 27k
