AFAIK HT cannot resist the cleanse. What you're likely seeing is that breach is still active on one of your ships which allows HT to regain taunt after being cleansed.
I will say that I saw this happen just the other day. I wasn’t paying close attention, but I am sure that none of my fleet was breached. I called in Cassian and HT retained his taunt. I even double checked afterwards and confirmed that none were breached.
Then that would be a bug as I have never had that happen in close to a thousand fleet battles. Though in all fairness the way the ability reads the cleanse itself isnt irresistible...
