General Kenobi not losing Taunt

I run CLS, Chaze, Thrawn, and Han Solo in Arena, so there're three toons with a Dispell. I frequently fight Bastila Jedi right now, often as Bastila (L), GK, GMY, HY, and Ezra. After Han, my first toon to take action is CLS. He uses Use The Force against General Kenobi. The Buff Immunity doesn't apply, I assume due to Bastila's lead (why the 150%, rather than just 100%?). But sometimes, he doesn't even dispell the taunt. Baze also has two dispells - Fierce Reprisal rarely dispells the taunt, Unload almost never does. Is it really just that Tenacity boost? I didn't think Tenacity helped against dispell.

    I always stun GMY first to avoid that Foresight on the first round. I know it's hitting because he loses the Taunt and gains Tenacity Down, but doesn't gain Buff Immunity.

    Is he definitely hitting? Lots of foresight flying round on those jedi teams. Who are you stunning with Han?

    Kenobi gains Taunt whenever an ally is critically hit. So any AOE dispell will just give him Taunt right back.

    Maybe it's trying to apply buff immunity first, which fails due to the tenacity of Bastila. Then it applies tenacity down, which doesn't need to pass a tenacity/potency check, so that sticks. Still base chance of 15% to resist even with tenacity down too.
