GI lead vs Third sister lead in ROTE Reva special mission

    I got my answer:  Grand Inquisitor is event unit you can't replace him with any  other leader!

Because they don't have Reva unlocked. That's why they are doing the mission to earn her shards.

Or because that mission forces you to use GI lead and not anybody else.
