I can't speak for Tarkin, but Admiral Ackbar is very useful against debuff heavy opponents, for example Darth Vader
And his debuff removal skill is almost required on the Gamorean stage of the Raid to remove death-mark (which otherwise pretty much guarntees a character's death.)
