So what I think it happening is something you will only see with the AI and or player on auto.
I did find a video of GG in a raid and did not see the double turns
The damage happens at turn start where GG would be at 100% TM.
With the AI the move start happens so fast at turn start along with everything else happening that when the damage happens, gg starts move which reduces his TM to 0 and then b1 is destroyed so he gains 100% TM.
I would guess this would not happen to a player using the team on manual becuase there would be enough of a delay between the damage and destruction of B1 and selecting GG move that GG would still be at 100% TM when it happened.so he wouldn't not get the bonus turn
TLDR:
This probably will only happen with the AI on defense and or the player when in auto because of the speed of selecting GG action on his turn
