I would also bet with ep.8 upcoming, they may also release a new rey and possibly a new kylo, with possible reworks of poe, phasma, and finn, hell they may also release a snoke in the same mold as hermit yoda, but as dark side, depending on his character in the movie. There will be a ton of new toons before jkL, and they will keep ppl interested.

Wait, I just re-read the OP and he's actually not clear if he's asking about the next CL event or the next step in Luke's journey. Nevermind, I don't know

For the next step I'm guessing a CLS return will happen first because it's likely CLS will replace FB Luke in the next phase and it will probably be in the range of what they did the first time providing shards and gears for the next phase, I imagine possibly 2 more Luke's to come with the potential for the last one to be released with episode IX in 2019.
So something like
1. CLS back
2. New journey phase for gears/shards
3. New Luke (JKL?)
4. New Luke back
5. New journey phase
6. Final Luke (Old Man Luke?)

They will most likely always precede the CLS event with the R2 event, so if next Luke is gated with CLS (or someone new) there will have to be a series of legendary or uber-legendary events.
R2 > CLS > (theoretical new legendary toon) > Jedi Knight Luke
