Highest Speed on a secondary stat

Question

Does anyone know what that highest possible speed for a secondary stat is? I’ve seen +25 but I have heard multiple different things about the max. Is a +27, +29, or even a +30 speed secondary possible? If you have one, it would be super helpful to see so

You can get +6 on each upgrade (for a total of +24 if it upgrades 4 times) and a maximum starting value of +5, so the maximum possible speed value is +29.
