Hoth Rebel Soldier

I'm hearing a lot of mixed stories over the past week. Some people are saying you only need him at 5* for him to be able to complete all of his territory battles duties, Other people are saying he will need to be 7* for the later phases?

Does anyone have a definite answer as to what star will be required for all content to be completed?

    Where did you get that info that the required toons are random?
