How does one get crazy secondary speed mods

Also not sure where you found that pic but that's either not real or from when they messed up mods. Leaning towards photoshop since the primary stat is wack too. Every stat looks wrong

Its been shown many times on the forums that the GW mods are all over the place with secondaries, but they are not real mods.
