How does reinforcements work for fleet battles?

I was always under the impression that your reinforcement order when you set a fleet on defense gets called in the same way that you set it. However, my executor that I have on defense called my reinf...

I have not ever had this problem until today. Why call in the sith intercepter over calling in boba or IG? This is my first GAC with a 7 star executor so I threw trash as my 3rd and 4th reinforcement. Should I have not put any reinforcements outside of boba or ig down? What do any of you use for a 3rd or 4th? I boil it down to terrible AI in this game but that won't help me in the next battle so thats why I'm trying to figure it out.
