Is Illuminated Destiny WAI in Forest Moon?
My buffs aren't carrying over through stages, and that is with 1 turn.

First of all, those are two different things.
Second of all, only health, protection, tm, and cooldowns (for abilities that don't start on cooldown) carry over in TW and GW. Buffs don't.
Except for buffs from event special abilities - eg the defence up carries between stages, as does the heal over time in the military might event etc
