Is Phoenix Good?

Imo phoenix should always be farmed first or in your case as soon as possible. They just have waaaay to many perks to be put off, especially by newer players. One of the biggest perks is the ability to finish GW DAILY, not only can they finish it daily but they do so from the moment you unlock all 5 regardless of stars. I was clearing GW from level 40 on and that 1200 GW currency is HUGE! Then there's Thrawn and his ship plus EP without having to farm another squad and pilots for 2 additional ships that helps get you closer to Zetas.
