With the RNG fest that ship arena has become, it doesn't surprise me that he can sneak wins and climb up, especially with using refreshes. If you think the guy maybe cheating, I would attempt to reach out to him first to see his response before I'd report him.

* 100 GP is a negligible difference
* a knowledgeable player has the advantage over the AI, especially in fleet battles
* GP does not reflect team synergy

Its not cheating it's an rng system now. I have all 7 star meta ships and lose to 5* slower ships because my taunts ans dodges some matches never...NEVER land and crappy lower player sometimes lands every single one. It happens both ways I've climbed to 1 same way as I've lost by a mile. Pvp in the game is broken right now. Meta is the new way gaming companies keep you on the money Farris wheel.

Moreover the GP you are looking at there is for everything he has: ships + characters, not even ships alone much less the actual subset of ships he is fighting with.

I can win a game with my starting 3 and 1 reinforcement. So if my other 3 ships are terrible, it has no impact. Also ai makes terrible calls on defense.

You really have to compare ability levels of the ships
