I'm curious what base speed refers to here. Is it before mod speed (what we generally refer to as base speed) or is it after mod, but before buffs? I only question because leadership specifically me...

If it’s including mods you want to not mod any speed on him as that will make your opponents slower. I believe it said something about him not needing speed mods.
So that would indicate base speed is incl. mods
