He's got great upsides and some minor downsides. Sounds perfect for a premium character. I run him fast behind Tarkin and he's great control.
I really like his toolkit. I used to run a Tarkin (l) with Thrawn, but after I gathered my first zeta, I decided to try Thrawn lead. I'm pretty happy I decided to switch, as it is a fun team to command.
Have you tried Veers' lead instead of Thrawn and let Thrawn as 5th?
Not yet. I'm putting my second zeta (when I have it) on Veers for sure, but I have yet to unlock Shoretrooper. And he would be crucial in a team like that, instead of RG who I'm running now. Then I'll surely check the differences between the two teams, but right now the team wouldn't be able to benefit that much from a Veers lead.
