When TM is 100% for multiple Sith, order is randomised. For DV lead, it is not that difficult to determine turn order since SA Dark Shroud only gives 24% TM. So for example, SA is at 250 speed, DV only needs to be 190 speed or more to go next after SA. DN needs to be 189 or lower to go after DV.
Under Zaul lead however, SA Dark Shroud gives 36% TM. At 250 speed, the 20%TM from Zaul and 36%TM from SA will easily push most Sith to 100%. In order to determine turn order, you would need to reduce to 137 speed or lower.
Better alternative is to not run SA at all. I've pushed the speed on my Sith in this order, Zaul 215, EP 214, DN 213, DV 212. That's faster than most Rex teams, thus Zaul will always go first and land aoe Daze.
