You are confusing intent with the kit. The kit is how he works and interacts with other characters. The intent is why his kit is designed that way.
The kit doesn't allow and states he cant be defeated. So he doesnt die and get replaced, that would trigger other mechanism in game. The mechanics "check for damage" and then remove stacks, his other mechanic looks at stacks and waits for there to be 0.

On topic for what you are saying, the intent behind the GG ability is that he is throwing others in harm's way to benefit himself, in that case wouldn't he just be throwing these B1 to the slaughter because they are so "easily defeated". So it wouldnt be about health at all in that case.
