I mentioned the need for survivability multiple times over, so no it is not really. Health, protection and defense help him survive longer, thus we're in agreement. Plus, if his CC is 25% and CD is high, 75% of the time you are not getting big hits, thus the need for CC in the p3 scenario. Again, Palpatine is a tough one b/c he is used if differing ways.
