When you took that latter picture it said you had 2, so at that time you could upgrade the ability on somebody who only needed 2 of them, but you couldn't upgrade Geonosian Soldier's ability because he needed 3 of them and you didn't have 3. Don't just go around upgrading anything you can - make a priority order, figure out what you need, and farm it or wait until you have everything you need for the character you are working on. The same thing is going to happen with gear. You will need multiple pieces combined to make one piece for somebody, but if you go and spend the pieces you have on the characters that can equip just those pieces, you will never collect enough to make the gear that requires multiple different types of pieces.
Geonosian soldier isn't a bad character in and of himself, but the issue is that in the long run, you need teams that have good synergy working together. These are characters that benefit from being on a team together more than just throwing any random characters together. Phoenix is a good example, because with Hera's leader ability they are all able to share each other's unique abilities, making them all a lot stronger. Geonosian soldier doesn't really have synergy with anybody. Maybe someday we will get some more geonosians and a rework, but for now it's pretty much a forgotten faction.
