Tarkin is a fleet commander (good later for ships there are only 3 and you use all 3 for different challenges) and can fit well if you are building a empire team.
What I meant about shards is if you complete a full galactic war (12 nodes) you get 1200 galactic war store currency (the green gems). This currency can be used in the galactic war store to buy shards at a rate of 5 shards for 400 galactic war gems.
