Outmaneuver hidden stat
I haven't really seen anyone talk about this so yeah. Watch the video and notice how once Hondo gains Outmaneuver Leia gets targeted by the enemy even though Leia has stealth. So essentially Hondo has a stronger stealth.

It's been this way ever since Han's Falcon and Outmaneuver were introduced. "Can't be targeted" basically trumps "difficult to target". Kind of like how "can't be resisted" ignores Tenacity Up, but is useless against "is immune to".
