Palpatine shock tweak?

Has anyone else noticed that palpatines shock no longer gives shock debuff to rancor guard or the rancor. This 'tweak' wasn't listed in the toon mods in update announcements. Is this an unintentional glitch or did programmers do it on purpose? I am beside myself with anger over this tweak. Palpatine was only above average in rancor raids and did not need to be throttled back!
