Plague Clarification
I got curious last night and started asking around for people to spread Plague with Cassian. While only one copy of Plague would be copied (like a Damage over Time effect), no Plague was copied at all...

So it depends. If there is one person with debuffs who DOESN'T have plague, he cleanses them which heals everyone else, which gets rid of plague, which means they can be cleansed yada yada yada.
It all depends on the order of operations. If he first cleanses and then heals, it shouldn't work that way, but if he does both simultaneously, then yeah, he should be able to cleanse everyone as long as one of them has enough debuffs to heal plague away from another debuffed enemy which lets him heal.
Basically if it does both simultaneously it allows it to circle around until everyone is as healed and debuff free as possible, but if he cleanses first then any plagued enemies that had other debuffs should still have those debuffs after being healed up from the second part of his cleanse.
