Please help me to understand how Tenacity and Potency work.

My General Kenobi went up against the a Zader team. Screen shots of stats https://imgur.com/a/eNY74 My Kenobi has 90% tenacity. Full set and the cross primary. Every. Single. Debuff lande...

Chance to resist = tenacity - potency.
Chance to resist cannot go below 15%

So gk with 90% tenacity has it all negated by 75% potency.
Maxed Vader base potency is 31%.

So say they only have potency cross for 24%

90%-55% = 35% chance to resist. That is pretty low.
