Well, the FO has 10 characters right now. Plus their four ships, they have 14 FO units. Add in one capital ship for Hux and you have 15 units, the amount required for Supreme Leader Kylo. I mean, I could be wrong, but I doubt it's a coincidence. I don't even have a G12 character, how am I supposed to get all of FO G13 R5?
Persistence and resource management. This game is designed to be played over a span of years, which is daunting and forces you to focus on what you need/want to use on your roster.
