Problem with high tier items

If this is the case, you should probably find a new guild. Some groups, for some reason, like to overreach and attempt raids that they aren't ready for, and it takes a week or more for them to finish. This is dumb and only holds everyone back - you're far better off to run the highest tier you can beat in under 24h, as often as possible. That way you get gear steadily flowing to everyone so they can improve their rosters and move to the next tier.

As far as gear itself goes, if you can find a group doing at least Rancor and AAT (heroic shouldn't be too hard, as both raids are quite outdated and can be solo'd by one strong roster), you'll get gear as long as you participate, and earn guild coins that you can use to make focused purchases for whatever else you need. Later on, a lot of the raid drops will actually end up being "useless" as there are some pieces you just don't need a lot of, but right now anything you get should be helpful.

The recommendations for stars and gear level are complete nonsense for most aspects of the game, raids included. Rancor is the easiest raid by a large margin, but you still need to drain his turn meter or you'll just lose the war of attrition - if not to his regular attacks, then because he starts gobbling up your dudes. Raids need specific teams to succeed; you can't just throw any old setup at it and expect to post big numbers.

For now, just do the best you can. There are tons of raid guides littered around the interwebs that can help you determine who to farm for better raid success.
