How come when HK47 uses Havoc perk immediately after padme uses unwavering courage perk all of padme's squad gains the debuff tenacity down. Doesn't padme's perk resist "all" debuffs for 1 turn?

I think it's that ten-down isn't resistible in general (iirc) so it's not in the description, but yeah, things could be worded better
