How does one get to speeds like that?- Ive been as high as 13 in my arena, average somewhere between 21 and 50, and have about 260 speed. Speed set, double digit speeds on every other mod.

Be a players since mods were implemented, farm them regularly, slice your mods that speed hits, and a little luck.
